Definition

Cumulation of origin is a mechanism within preferential rules of origin that allows materials or processing from trade agreement partner countries to be treated as if they had originated in or been carried out in the exporting country. Thanks to cumulation, a producer can use imported materials from partner countries and still meet origin rules qualifying for tariff preferences.

Types of cumulation: bilateral — materials originating in the EU used in production in a partner country (or vice versa) are treated as originating in the exporting country; diagonal — materials originating in one agreement country may be used in production in another agreement country (requires a network of agreements); full — not only materials but also the processing itself carried out in a partner country is taken into account.

Cumulation is particularly important for supply chains spanning multiple countries — e.g., the Pan-Euro-Mediterranean zone uses diagonal cumulation based on the PEM Convention.
