Definition
A customs agency is a specialised firm providing customs clearance services for goods in international trade. Customs agencies act as customs representatives, representing importers and exporters before customs authorities during the clearance process. Their tasks include preparing and filing customs declarations (SAD/AIS), tariff classification of goods, calculating customs duties and taxes, and advising on customs procedures.
Under the Union Customs Code (Regulation 952/2013, Art. 18), a customs representative may act under direct representation (in the name and on behalf of the principal) or indirect representation (in their own name but on behalf of the principal). In Poland, customs agencies must employ persons registered on the customs agents list maintained by the Director of the Tax Administration Chamber.
