Definition
Dual-use goods are products, software, and technologies designed for civilian purposes but that can also be used for military purposes or for manufacturing weapons of mass destruction and their delivery systems. Export control of these goods is regulated by Regulation (EU) 2021/821.
The dual-use goods list (Annex I) covers 10 categories: nuclear materials, special materials, materials processing, electronics, computers, telecommunications, sensors and lasers, navigation, marine, and propulsion. Export from the EU requires an export authorisation issued by the national authority.
Control extends to brokering, technology transfer (including intangible — via internet), and transit through EU territory. Since 2021, cyber-surveillance technologies are also covered.
