Definition
Safeguard measures are temporary customs measures applied when a sudden and significant increase in imports of a product causes or threatens to cause serious injury to EU industry. Unlike anti-dumping duties, safeguards do not require proof of unfair trade practices – the import surge itself is sufficient. Measures include increased duties or quotas and apply to imports from all countries. They are time-limited (max 4 years, extendable to 8).
