Section XII covers chapters 64 (footwear, gaiters), 65 (headgear), 66 (umbrellas, walking sticks) and 67 (prepared feathers and artificial flowers). Chapter 64 is commercially important – footwear classification depends on outer sole and upper material. Footwear from China and Vietnam has been subject to anti-dumping duties.
