WCO (World Customs Organization) is an intergovernmental body based in Brussels with 185 member customs administrations. WCO administers the Harmonized System (HS), develops customs standards and conventions (e.g. Kyoto Convention, Istanbul Convention), publishes HS Explanatory Notes, and maintains the BTI database.
