CN code 390721 covers other polyethers including polyethylene glycol (PEG, polyoxyethylene) in primary forms. PEG is a polymer of ethylene oxide with the general formula HO-(CH2CH2O)n-H. Depending on molecular weight, PEG comes as a liquid (PEG 200-600), waxy paste (PEG 1000-2000) or solid (PEG 3000 and above). PEG is a water-soluble, non-toxic and biocompatible polymer, making it one of the most widely used polymers in pharmaceuticals, cosmetics and the food industry. PEG is used as a solvent, emulsifier, plasticiser, cream and ointment component, tablet excipient and brake fluid component. Regulatory requirements for import

Importing PEG into the EU is subject to REACH. PEG with molecular weight meeting the polymer definition is exempt from registration, but monomers and starting substances (ethylene oxide) are subject to REACH. Ethylene oxide is carcinogenic Category 1B and mutagenic, imposing strict requirements on controlling residual EO content in PEG. Pharmaceutical-grade PEG is subject to the European Pharmacopoeia (Macrogols monograph). Food-contact PEG must comply with Regulation (EU) No 10/2011. PEG in cosmetics is subject to Regulation (EC) No 1223/2009. Low molecular weight PEG requires assessment for 1,4-dioxane as a process contaminant.

Trade and customs procedures

When importing PEG under CN code 390721, customs documentation should include a technical specification with molecular weight (or range), commercial form, residual ethylene oxide content and intended use. Duty rates should be verified in the TARIC system. Major PEG producers include BASF, Dow, Ineos, Clariant and Indian manufacturers.
