Classification of heavy bleached cotton fabrics

CN code 520929 covers other bleached woven cotton fabrics containing 85 percent or more by weight of cotton, weighing more than 200 g/m2, not falling within subheading 520921. These are fabrics in weaves other than plain, including twill, satin and special weaves. Heavy bleached cotton fabrics are used for workwear, tablecloths, sheets, upholstery and technical textiles. The higher surface mass provides durability and mechanical resistance. Classification requires confirmation of weight above 200 g/m2, the bleaching process, composition and a weave type other than plain.

Regulatory requirements and chemical safety

Heavy bleached cotton fabrics are subject to the same regulations as lighter equivalents under heading 5208. REACH Regulation governs chemicals from the bleaching process, including residual chlorine and organohalogen compounds. Formaldehyde is restricted to 75 mg/kg for skin-contact fabrics. Regulation (EU) No 1007/2011 requires composition labelling. Technical and upholstery fabrics may be subject to additional fire safety standards. The GPSR Regulation (EU 2023/988) imposes general safety obligations on importers of consumer products.

Trade and customs procedures

Importing fabrics under CN code 520929 requires a customs declaration with weave description, bleaching confirmation, composition and weight above 200 g/m2. India, China and Pakistan are major exporters. Preferential tariff rates may be available under EU trade agreements. Customs authorities may verify surface mass, which determines classification between headings 5208 (up to 200 g/m2) and 5209 (above 200 g/m2). Documentation should include complete fabric technical data.

Importing cotton fabrics – weave and weight CN 5209 29

Cotton fabrics CN 5209 29 are classified by weave (plain, twill, satin), weight per square metre, and treatment (unbleached, bleached, dyed, printed). Import into the EU is subject to conventional customs duty and import VAT. Fibre composition labelling under EU 1007/2011 is required. Importers must ensure correct fibre composition labelling under EU Regulation 1007/2011. Current duty rates are available in the TARIC database for verification.

Frequently asked questions

What distinguishes code 520929 from 520822?
The difference is surface mass. Code 520822 covers bleached fabrics up to 200 g/m2, while 520929 covers bleached fabrics above 200 g/m2 in weaves other than plain. Surface mass is the key criterion distinguishing headings 5208 and 5209 in Chapter 52 of the Combined Nomenclature.
Can fabrics under 520929 be used for technical purposes?
Yes, heavy bleached cotton fabrics can serve technical purposes, but their classification remains in Chapter 52 unless specially prepared for Chapter 59 applications. Impregnation or coating with special substances may result in reclassification to other tariff headings.
What fire safety standards apply to heavy cotton fabrics?
Fabrics for upholstery applications may be subject to EN 1021 standards on flammability of upholstered furniture. Workwear fabrics may require compliance with EN ISO 11612 on protection against heat and flame. These standards are not mandatory for all fabrics but may be required by national regulations or buyers.
What is the EU duty on bleached heavy cotton fabric CN 5209 29?
Bleached heavy cotton fabric under CN 5209 29 is subject to conventional EU customs duty and import VAT. Check the rate in TARIC. Fibre composition labelling per EU 1007/2011 is mandatory.
