Definition

Duty suspension is an EU trade policy mechanism involving the temporary total abolition or reduction of duty on imports of specific goods (mainly raw materials, semi-finished products, components) that are not produced in the EU in sufficient quantity or quality. The aim is to support the competitiveness of European manufacturing industry by reducing raw material costs.

Duty suspensions are adopted by the Council of the EU upon request from Member States and take effect for 1 to 5 years (renewable). They are published in a Council Regulation updated every six months (January and July). Each suspension applies to a specific TARIC code.

To benefit from a duty suspension, the importer must indicate the relevant TARIC code and suspension number in the customs declaration. Duty suspensions differ from tariff quotas — they have no quantitative limit.
