Definition
The EUR-MED movement certificate confirms preferential origin under the Pan-Euro-Mediterranean (PEM) Convention. The PEM system enables cumulation of origin between the EU, EFTA countries, Turkey, Maghreb and Mashreq countries, Western Balkans, and other Mediterranean partners. EUR-MED differs from EUR.1 by including an additional box (No. 7) indicating whether cumulation was applied and with which country.
EUR-MED is essential when the exporter wants the importer in the destination country to further cumulate origin with materials from PEM Convention states. Without EUR-MED, the cumulation chain is broken. Since 2021, new transitional rules of origin are gradually replacing the existing protocols.
