Definition

GIR Rule 3(a) resolves situations where goods are prima facie classifiable under two or more headings. It states that the more specific heading prevails over the more general heading. For example, an electric shaver is classified under heading 8510 (specific: shavers) rather than 8509 (general: domestic electro-mechanical appliances).
