GIR Rule 3(b) applies when Rule 3(a) does not resolve classification. It states that mixtures, composite goods, goods made up of different components, and goods put up in sets for retail sale are classified by the material or component giving them their essential character. Essential character may be determined by weight, volume, value, or the role of the component.
