Insufficient Operations

Insufficient operations are a list of simple operations that, regardless of whether origin rules are met, cannot alone confer origin status on goods. They include: preservation, simple mixing, sorting, grading, washing, painting, simple assembly, breaking up and making up sets, simple packaging, splitting into smaller quantities, affixing labels and marks.
