Sufficient Working or Processing

Sufficient working or processing is the criterion defining the minimum degree of processing that must be carried out on non-originating materials for the final product to obtain preferential origin status. These rules are specified in each trade agreement and may take the form of: change of tariff heading (CTH), value added threshold (e.g. max 40% non-originating materials), or specific process requirements. Insufficient operations (e.g. simple packaging, sorting) do not confer origin.
