BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.

Definition and scope of CN subheading 8425 42

Subheading 8425 42 of the Combined Nomenclature covers hydraulic jacks and hoists. This category includes bottle jacks, trolley jacks (floor jacks), transmission jacks, hydraulic jacks for construction machinery, hydraulic lifting cylinders and hydraulic load presses. Classification requires distinction from built-in jacking systems (8425 41), mechanical jacks (8425 49) and hydraulic cylinders classified as machine parts. The decisive criterion is the hydraulic lifting mechanism based on oil pressure. This subheading belongs to Section XVI and Chapter 84. Classification follows GRI rules 1 and 6. Where classification is uncertain, a BTI should be obtained.

Import requirements for hydraulic jacks (8425 42)

Importing hydraulic jacks under subheading 8425 42 into the EU is governed by the Union Customs Code and the Machinery Regulation (EU) 2023/1230. Jacks must carry CE marking and EU declaration of conformity. They are subject to EN standards on jack safety, including EN 1494 on portable jacks. Devices must be marked with maximum load capacity, lifting height and working pressure. The importer must hold an EORI number. Documentation includes commercial invoice, transport document, CE declaration and operating instructions. Hydraulic oils may be subject to REACH regulation. Duty rates should be verified in TARIC.

Customs duties for subheading 8425 42

MFN duty rates for hydraulic jacks under subheading 8425 42 should be verified in TARIC. Preferential rates may be available under EU FTAs and GSP.
