Definition
The catch-all clause (Art. 4, Reg. 2021/821) enables requiring an export licence even for non-listed goods if the exporter knows or has grounds to suspect that the goods may be used for military purposes, WMD production, or missile programmes. This clause is particularly important in the context of sanctions against Russia and Iran.
