EU Customs Reform 2028 (Customs 4.0) is the largest reform of the EU customs system since the UCC, proposed by the Commission in May 2023. Key elements: EU Customs Authority, EU Customs Data Hub, new 'Trust and Check Traders' category, and e-commerce simplifications. Planned implementation: 2028-2032.
