Definition

Transhipment is a logistics operation involving the transfer of goods from one means of transport to another (e.g. ship to ship, ship to truck) at an intermediate port or terminal. Transhipped goods are not released into circulation in the transhipment country – they remain under customs supervision and are subject to transit or temporary storage procedures.

Transhipment is common in containerised maritime transport, where goods are transferred at hub ports to smaller vessels. Regarding rules of origin, transhipment in a third country does not deprive goods of origin status, provided they remained under customs control and underwent no operations other than transhipment and preservation (direct transport / non-manipulation rule).
