Definition
The strategic goods list comprises dual-use goods, armaments and technologies subject to trade controls for international security reasons. In the EU, the basis is Regulation 2021/821 (Dual-Use Regulation) with Annex I listing dual-use items classified in 10 categories (from nuclear materials to electronics and telecommunications).
Export of listed goods requires an export licence. The list is regularly updated based on international arrangements (Wassenaar Arrangement, Australia Group, MTCR, NSG). The catch-all clause enables controls on unlisted goods if the exporter knows they may be used for military purposes or WMD proliferation.
